Opportunity assessments for multi-unit residential buildings
Funding for a high-level plan for your building
Funding is available for you to get a professional opportunity assessment of your building as part of the Multi-Unit Residential Building Retrofit Program.
Available to stratas, market rentals, and equity co-ops, this is a starting point to understand where, how, and why to invest in your building.
The offer
An opportunity assessment is completed by an energy consultant. They provide you with a high-level assessment of your building to identify short-and long-term projects that would improve energy efficiency, reduce reliance on fossil fuels, and more.
Get funding to cover up to 100% of the assessment cost, to a maximum of $5,000. Funding doesn't cover tax.
Opportunities may include:
- Transitioning to high-efficiency heating and cooling systems,
- Upgrading to energy-efficient LED lighting,
- Integrating solar panels and battery energy storage,
- Electric vehicle (EV) charging readiness, and more.
How it works
- Hire a consultant who will perform the assessment. They'll need to be a member of the Alliance of Energy Professionals.
- Your consultant will visit your site(s), identify the assessment scope, and provide you with a quote.
- Apply online.
- We'll review your application. Once it's approved, the consultant can proceed with the assessment.
- Your consultant will provide a retrofit opportunity register, outlining the opportunities at your building. You'll return to your online application and submit the required documentation. This must be done within 90 days of application approval.
- If approved, we’ll process the payment and pay the consultant directly.
Eligibility
- Available to purpose-built rental, condominium, and equity co-op buildings.
- Must be located in BC Hydro's service territory [PDF, 90 KB]
- Available to low-rise apartment, high-rise apartment, and stacked townhome buildings, three storeys or higher with common area lighting and central mechanical systems.
- Assessments are to inform retrofit projects. New construction projects aren't eligible.
- Commercial spaces in mixed-use buildings aren't eligible for this offer. Instead, see business energy saving incentives.
- Multiplexes and side-by-side rowhomes aren't eligible. Instead, see our residential home rebates.
How to apply
Applications are completed online once you have a quote from your consultant.
You'll be prompted to log in to the Conservation and Energy Management (CEM) Hub first.

Once your assessment is complete, open your existing application to declare that it's complete and provide your final documents. You'll be prompted to log in to CEM Hub first.
You'll need to have the following documents ready to upload.
- Opportunity assessment report (required) – The final report of your opportunity assessment, prepared by your consultant.
- Opportunity assessment workbook (required) – Completed by your consultant, it includes the results of your assessment, including a retrofit opportunity register and building data. Download the workbook template [XLSX, 334 KB]
- Invoices (required) – Copies of the itemized invoice(s) for your assessment.
