F2017 to F2019 Revenue Requirements Application – OATT Rates

Further to the bulletins posted on March 28, 2018 and July 29, 2016, and pursuant to BCUC Order No. G-47-18, BC Hydro submitted updated Open Access Transmission Tariff (OATT) rate schedules to the BCUC. Another bulletin will be posted when the rates are approved by the BCUC.
2018 Network Economy Meeting

Pursuant to British Columbia Utilities Commission (BCUC) Order No. G-127-06, Appendix 1, the BCUC directed BC Hydro, then BCTC, to convene annual Network Economy Meetings to discuss, on a "without prejudice" basis issues arising with respect to the use of Network Economy. A standing agenda item for these meetings is to review the use of, and continued requirement for, a different Trigger Price (as defined in Section 1, Attachment Q-2).
For the last several years, BC Hydro solicited customer feedback to determine whether or not there was an interest to hold the annual meeting; there was a lack of interest in all years. However, in 2009 it was suggested that a meeting may not be necessary if BC Hydro prepared an annual Network Economy report showing trends and statistics along with explanations for the figures. Notwithstanding, it was requested that the requirement for an annual meeting remain in place. Subsequently, BC Hydro applied to the BCUC to not hold the Network Economy Annual Meeting in 2009 and to instead post an annual Network Economy report in lieu of holding the meeting, which was approved by the BCUC.
In 2010, BC Hydro requested permission from the BCUC to, again, not hold an annual Network Economy Meeting. Pursuant to BCUC Letter No. L-45-10, BC Hydro is only expected to convene an annual Network Economy Meeting if customers of BC Hydro expressly ask for a meeting by way of a letter to BC Hydro with a copy to the BCUC. BC Hydro is pleased to post its Annual Network Economy Report to Transmission Customers, which covers the same issues and in the same format as previous years. If, after reviewing the report, you believe an annual meeting is required, please send your letter to Brenda Ambrosi and copy the BCUC by April 20, 2018.
F2017 to F2019 Revenue Requirements Application – Electric Tariff Rates

Further to the bulletin posted on July 29, 2016, BC Hydro submitted updated Electric Tariff Rate Schedules to the British Columbia Utilities Commission (BCUC) on March 28, 2018. Another bulletin will be posted when the rates are approved by the BCUC.
OASIS Business System Update

On March 28, 2018 starting 8:10 am PPT, OATI will be updating one of its business systems (WebSmartOASIS) in the Production environment. We don’t anticipate there to be scheduling issues for our OATT customers. However, please contact Brenda Ambrosi at 604-455-4203 if you experience any issues.
Network Economy Test Results - March 24, 2018

OATT Rate Schedule (RS) 09 - Approved Tariff Page

Further to bulletins posted on March 1, 2018 and December 19, 2017, and in accordance with Order G-48-18, British Columbia Utilities Commission (BCUC) has executed the OATT tariff page to extend the termination date of OATT (RS) 09 to September 1, 2018.
Extended Windows for Good Friday

Business System Update

OATT Rate Schedule (RS) 09 – Regulatory Timetable

Further to the bulletin posted on December 19, 2017, the British Columbia Utilities Commission (BCUC) via Order Number G-48-18 (PDF, 227 KB) extended the termination date of OATT RS 09 to September 1, 2018 and established a regulatory process to review the application.

Long Term Point-to-Point Competition – Restarted

Further to the bulletin posted on January 4, 2018, an investigation was undertaken and it was determined that inaccurate and outdated information was communicated to the impacted parties in the long term competition that commenced at the beginning of January 2018. This erroneous information has since been corrected and, as such, BC Hydro is pleased to re-start the long term competition. Details of the competition are set out below.
On December 29, 2017, BCPS submitted ARef# 86112296 with Request Type of RENEWAL for 200 MW to extend its existing contract associated with ARef# 71087026 the latter of which was partially satisfied.
BC Hydro has completed an evaluation of the Long-Term Transmission Requests currently in the queue and determined that two Point-to-Point requests are identified as the Competing Requests. These Competing Requests have met all the criteria set out under section 4 of BC Hydro’s Rollover Rights of a Long Term Firm Transmission Service Business Practice. BC Hydro will process the Competing Requests, one at a time, starting with the competing request in the highest queue priority as follows:
- ARef# 76072654 for 110 MW queued on 2011-08-19 submitted by BCPS requesting transmission service from 2019-01-01 to 2025-01-01.
- ARef# 82404654 for 90 MW queued on 2016-03-10 submitted by BCPS requesting transmission service from 2019-01-01 to 2026-01-01.
- BC Hydro has notified BCPS (the Rollover Request Customer), by email, of its Right of First Refusal (ROFR) pertaining to ARef# 86112296 (the Rollover Request) in a Competing Process
- BC Hydro will offer the customer that submitted ARef# 76072654 (the Competing Request), by email, a transmission capacity of 110 MW with a Start Time of 2019-01-01 and a Stop Time of 2025-01-01 on the condition that BCPS (the Rollover Request Customer) does not exercise its ROFR.
- The Competing Process will continue if the customer of the Competing Request does not accept the offer or fails to respond within the prescribed timeline.
Application to Amend OATT to Enhance Dynamic Scheduling – Approved by BCUC

Further to the bulletins posted on October 20, October 3, and August 25, 2017 the British Columbia Utilities Commission (BCUC) via Order Number G-20-18 approved BC Hydro’s proposed amendments to Attachment Q-1 of the Open Access Transmission Tariff (OATT) effective January 26, 2018.

Long Term Point-to-Point Competition - Discrepancy

Further to the bulletin posted on January 2, a discrepancy with respect to this competition process has been identified. Consequently, a thorough investigation will be undertaken. Another bulletin will be posted upon completion of this investigation and the competition process will be restarted. We apologize for this inconvenience.

Long Term Point-to-Point Competition

On December 29, 2017, BCPS submitted a request with ARef# 86112296 in the Request Type of RENEWAL to extend its existing contract for another 5 years term (the Rollover Request).
BC Hydro has completed an evaluation of the Long-Term Transmission Requests currently in the queue and determined that two Point-to-Point requests are identified as the Competing Requests.
