OATT Tariff Supplement No. 79 Amendments Application

On July 4, 2024, British Columbia Hydro and Power Authority (BC Hydro) filed an Application with the British Columbia Utilities Commission (BCUC) seeking approval to amend OATT Tariff Supplement No. 79 - BC Hydro Generating Plant Interconnections (TS-79) so that TS-79, which was specifically designed to formalize the interconnection of BC Hydro’s Generating Plants connected to the Transmission System, incorporates the third Generating Plant on the Peace River, presently referred to as Site C (Site C).
For regulatory efficiency, BC Hydro is also requesting the BCUC’s approval of housekeeping or administrative amendments to TS-79 (which has not been updated since 2011 and contains legacy information that is no longer needed) and Attachment C of the OATT (to remove references to Mandatory Reliability Standard MOD-029-2a, which has been retired effective February 1, 2024, as well as amendments to remove URL links from Attachment C).
BCUC has established a regulatory timetable through Order G-206-24, as follows:

Currently OATI systems is experiencing significant technical issues caused by the volume of CONSOLIDATIONs in the system.
Effective immediately, all CONSOLIDATION Transmission Service Requests (TSRs) will be processed manually, during regular business hours, and approved according to BC Hydro’s business practice rules if deemed appropriate.
The CONSOLIDATION Transmission Service Reservations that are causing the current issues will be addressed immediately.

OATT Tariff Supplement No. 79 Amendments Application

British Columbia Hydro and Power Authority (BC Hydro) advises that it intends to file an application (Application) with the British Columbia Utilities Commission (BCUC) to seek approval: (i) to amend OATT Tariff Supplement No. 79 (TS-79) - BC Hydro Generating Plant Interconnections of BC Hydro’s OATT, which relates to the relationship between BC Hydro in its functionally separate roles of Interconnection Customer and Transmission Provider under the OATT; and (ii) to propose housekeeping amendments.
In the Application, BC Hydro intends to propose administrative amendments to TS-79 that will simplify TS-79 to reflect the availability of electronic information, and incorporate the third Generating Plant on the Peace river, presently referred to as Site C (Site C), as a BC Hydro Generating Plant whose interconnection to the transmission system is listed in TS-79. TS-79 formalizes the terms and conditions of interconnection for the BC Hydro Generating Plants, grandfathers existing BC Hydro Generating Plants from the application of the OATT Standard
Generator Interconnection Procedures (SGIP) pursuant to Section 5.1.3 of the SGIP in Attachment M-1 of the OATT, and contains a deemed Standard Generator Interconnection Agreement (SGIA) under Attachment 4 that provides commercial, legal and administrative terms that are appropriate for BC Hydro Generating Plants, including Site C. The proposed amendments will have no material impact on any other customer under the OATT and no detrimental impact on the way BC Hydro does business as Interconnection Customer and Transmission Provider under the OATT.
BC Hydro also intends to propose housekeeping amendments to OATT Attachment C to remove references to mandatory reliability standard MOD-029 2a that was retired effective February 1, 2024 per BCUC Order No. R-24-1.The proposed amendments will not change the way BC Hydro assesses ATC.

2024 Network Economy Meeting

Pursuant to to British Columbia Utilities Commission (BCUC) Order No. G-127-06, Appendix 1, the BCUC directed BC Hydro, then BCTC, to convene annual Network Economy Meetings to discuss on a "without prejudice" basis issues arising with respect to the use of Network Economy. A standing agenda item for these meetings is to review the use of, and continued requirement for, a different Trigger Price (as defined in Section 1, Attachment Q-2).
For several years, BC Hydro solicited customer feedback to determine whether or not there was an interest to hold the annual meeting; there was a lack of interest in all years. However, in 2009 it was suggested that a meeting may not be necessary if BC Hydro prepared an annual Network Economy report showing trends and statistics along with explanations for the figures. Notwithstanding, it was requested that the requirement for an annual meeting remain in place. Subsequently, BC Hydro applied to the BCUC to not hold the Network Economy
Annual Meeting in 2009 and to instead post an annual Network Economy report in lieu of holding the meeting, which was approved by the BCUC.
In 2010, BC Hydro requested permission from the BCUC to, again, not hold an annual Network Economy Meeting. Pursuant to BCUC Letter No. L-45-10, BC Hydro is only expected to convene an annual Network Economy Meeting if customers of BC Hydro expressly ask for a meeting by way of a letter to BC Hydro with a copy to the BCUC. BC Hydro is pleased to post its Annual Network Economy Report to Transmission Customers, which covers the same issues and in the same format as previous years. If, after reviewing the report, you believe an annual meeting is required, please send your letter to Brenda Ambrosi and copy the BCUC by May 17, 2024.
