BC Hydro is seeking, through a competitive procurement process, to select qualified suppliers who are capable of leading a diverse group of product and service vendors in the design and delivery of the technical solution for our Smart Metering & Infrastructure program.

The Joint Solution Design procurement process has been launched to identify and select one or more qualified providers to work with BC Hydro on a collaborative basis over the longer term. Service providers will work with BC Hydro to design, develop, build, implement and, potentially, to operate and maintain a sophisticated and highly adaptable smart metering infrastructure. The system must be tailored to BC Hydro's operating environment.

Objectives of the Smart Metering & Infrastructure Program

The key objectives of an installed fully integrated smart metering & infrastructure system are:

  • substantially improved collection and utilization of power consumption data (scope, accuracy and retrievability)
  • more efficient management of the power distribution grid,
  • meaningful support to energy conservation initiatives, including more efficient consumption of power by our customers,
  • better detection of power diversions, and
  • reduced metering related operating costs over time.

The Process

  1. BC Hydro is initially proceeding with a Request for Qualification (RFQ) process to pre-qualify and short list a number of proponents.
  2. Once this short list has been selected, BC Hydro will then initiate a formal Request for Proposal (RFP) process to select a final short list of proponents to proceed to a collaborative and final joint design phase of the process.
  3. This final group will jointly develop a detailed framework and key components for the project, leading to final detailed proposals in April or May, 2008, with a selected proponent(s) at that time.
