Application Review Process: Standing Offer Program

Following is a summary of the application review process and the timelines BC Hydro expects to follow. A full description of the review process can be found in the Program Rules.

  1. Preliminary Application Review – BC Hydro will review the application for completeness and assess whether the developer and project meet eligibility requirements. If any information is incomplete or missing, BC Hydro will either keep the application and request the additional information, or return the application and exhibits to the developer for revision. BC Hydro intends to complete this step in the application review process within 45 calendar days after receipt of a complete application.
  2. Project Specific Changes – If the application is complete and BC Hydro does not identify any grounds for rejection, BC Hydro will review any project-specific Electricity Purchase Agreement (EPA) changes requested by the developer in the application. BC Hydro may request additional information or identify additional or alternate required changes. If the developer does not respond to this request in 30 calendar days, or does not accept the EPA changes, BC Hydro may reject the application.
  3. Interconnection Study and Statement of Project Changes – Once the preliminary application review is complete and satisfactory, BC Hydro will request that the developer file the required interconnection study together with a Statement of Project Changes that identifies any changes to information in the application. The valid interconnection study and Statement of Project Changes must be submitted within 180 calendar days of BC Hydro’s request.
  4. Project EPA Offer and Acceptance – Within 21 calendar days after receipt of a valid interconnection study and Statement of Project Changes, BC Hydro will send the developer either an offer of a Project EPA or a notice of rejection of the application. If the developer files any amendments to the application during this 21 calendar day period, the deadline for BC Hydro’s decision may be extended. If the interconnection study becomes invalid (as determined by the  BC Transmission Corporation (BCTC)  or BC Hydro Generator Interconnection and Transmission Services (GITS)) prior to execution of a Project EPA by both BC Hydro and the developer, the application may be rejected.
