2008 LTAP: Process
The 2008 Long-Term Acquisition Plan (LTAP) updates the analysis undertaken in the 2006 IEP/LTAP. The process used to develop the 2008 LTAP does not include all of the steps of the comprehensive 2006 IEP, and thus its analysis is more limited.
The diagram below illustrates the LTAP development process and highlights the differences in scope between an all-encompassing IEP/LTAP process and a targeted LTAP update process.

Objectives (Step 1) and attributes are not reviewed during the 2008 LTAP process. These items are revisited during IEP development years.
An updated load resource balance (Step 2) has been developed. This is an important item in understanding the gap between future customer load requirements and existing/committed resources that BC Hydro needs to address in the LTAP.
Other key inputs updated as part of the 2008 LTAP include:
- Gas and electricity price forecasts
- Greenhouse gas offset price forecasts
- Resource option cost and availability (Step 3)
Finally, portfolios have been developed (Step 4) and different portfolios of resource options have been tested based on their cost-effectiveness and how they perform on other attributes (Step 5), which aids BC Hydro in developing its LTAP (Step 6).
