What is the 2008 LTAP?
The development of the 2008 LTAP is now complete. On June 12, 2008, BC Hydro filed the 2008 LTAP Application with the British Columbia Utilities Commission (BCUC). The purpose of the 2008 LTAP is to update the 2006 LTAP, which was filed with the BCUC as a part of the 2006 Integrated Electricity Plan (IEP) on March 29, 2006.
Since the 2006 IEP was filed, there have been a number of developments that have affected BC Hydro's electricity planning landscape. These include:
- The Provincial Government's BC Energy Plan
- The BCUC Special Direction 10 [PDF, 240 Kb]
- The BCUC Decision on the 2006 IEP/LTAP [PDF, 1.1 Mb]
Where possible and relevant, the 2008 LTAP addressed the various issues or implemented the actions outlined in these documents.
Background
What is an LTAP? An LTAP is BC Hydro's action plan to cost-effectively meet growing customer electricity requirements. An LTAP translates the IEP analysis and acquisition strategy into a series of actions that sets the course for the first ten years of the 20-year IEP horizon.
What is the LTAP planning cycle? BC Hydro plans to develop and file an IEP on a four year cycle, which includes the development and filing of an LTAP. At the mid-point of this four year cycle, BC Hydro plans to provide an update to the LTAP.
What is happening now? BC Hydro's 2008 LTAP Application is currently undergoing a regulatory review by the BCUC. The review process will include rounds of information requests over the coming months where the BCUC staff and intervenor groups are able to submit questions related to the inputs, analysis and outcome of the 2008 LTAP. Following the written information request rounds and subsequent BC Hydro responses, the BCUC regulatory review of the 2008 LTAP is expected to involve an oral hearing sometime in the fall of 2008, culminating in a BCUC decision early in 2009.
