Transmission Service Rate

BC Hydro applied to the BC Utilities Commission (BCUC) for a new stepped rate and time-of-use rate for large industrial and commercial customers. On March 20, 2005 the Transmission Service Rate Application [PDF 4.5 Mb] was submitted in line with provisions included in the provincial government's 2002 Energy Plan and after extensive input from industry groups. The application was approved by the BCUC on August 29, 2005.

Under the proposed structure, BC Hydro's large industrial and commercial customers – those taking their power supply at voltages of 69 kilovolts and higher – will have the option of choosing one of the two new rates categories.

  • The proposed stepped rate encourages reduced energy consumption conservation by offering cost savings to industrial and commercial customers that reduce their annual energy consumption by 10% or moreup to 10%, based on historical use. If a customer's consumption does not change, their electricity costs remain the same.
  • The time-of-use rate provides lower electricity rates to customers that shift consumption to off-peak times during winter months, such as late evening or early morning, or to less load intensive times of year, such as spring and summer.

Effective April 1, 2006, these rates will replace Rate Schedule 1821.
